University Council Meeting
February 24, 2009

Members Present: Steve Alexander, Richard Anderson, Jerry Brody, Eileen Cleere, Julie Cowley, Kaity Cromwell, Dirk Early, Paul Gaffney, Jim Hunt, Jacquie Muir-Broaddus, Tim O’Neill, Desi Roybal, Jake Schrum, Taylor Spalla, Dave Stones, Ron Swain, Gena Turner, and Kacie Wilson.
President Schrum called the meeting to order at 4 p.m.
The Minutes from the January 27, 2009, meeting were approved.
The final Academic Calendar for 2009-2010 and the Tentative Academic Calendar for 2010-2011 were received from AAC after approval by that council. These were amended to include the start dates of the First Year Seminar and the Advanced Entry Seminar – August 17, 2009, and August 16, 2010. Seeing no fiscal implications, the revised calendars were approved and go to the Faculty for final approval.
Two related proposals regarding Phased Retirement by faculty were received as approved by FAC. These were discussed and received favorably, but concern about precise definitions of rules regarding Human Resources and status within the academic department led to moving the targeted dates back. The revised proposals were approved as follows:
Motion #1: Southwestern University shall study and assess the benefits and costs of implementing a phased retirement program for all tenured faculty, Upon completion of said study, if such a program is deemed to be feasible, this program shall be designed, developed, and implemented effective for the 2010-2011 Academic Year.
Motion #2: Southwestern University’s Office of Fiscal Affairs shall be charged with conducting a study and assessment of said phased retirement program’s feasibility, and shall report its findings and final recommendation on feasibility to University Council by December, 2009. The appropriate individuals deemed by the University Council shall develop and design the phased retirement program for its August 1, 2010 implementation.
Under other business, Ron Swain gave an update on coming events related to the Strategic Planning Committee, and Jake Schrum spoke of his concern about tuition hardship during the financial crisis, and the hope that students will check with Student Financial Services if their financial situations are affected.
The meeting was adjourned at approximately 3:34 p.m.

Notes for Faculty Meeting:
University Council met on February 24, 2009. The Academic Calendar for 2009-2010 and the Tentative Academic Calendar for 2010-2011, with no apparent fiscal implications, were approved, and are presented to the Faculty for approval.
As an information item, the following two proposals were approved regarding phased retirement options for tenure track faculty:
