J. French Hill served Senator Tower as legislative aide on the Senate Banking, Housing and Urban Affairs Committee from 1982 to 1984, and as chief legislative assistant during his tenure as chairman of the Subcommittee on Housing and Urban Affairs (1983-1984). He donated his papers related to these committees in 1993. Mr. Hill kept the senator informed of banking and housing activities and legislation, answered correspondence, arranged meetings and wrote memoranda. He also researched and prepared legislative briefs, speeches and statements, as well as meeting and speaking with individuals and groups in Senator Tower's absence. Among the materials are correspondence, printed material, speeches, memoranda, maps and legal documents that reflect Senator Tower's efforts to pass legislation related to thrift institutions as well as his dealings with the Federal Home Loan Bank Board.
Other documents concern South Texas, particularly problems with unemployment and the weak Mexican peso. Under Tower's leadership on the Subcommittee on Housing and Urban Affairs (1983-1984), the Secondary Mortgage Market Enhancement Act of 1984 and the Trust for Investment in Mortgages became law. The Hill Papers contain much of the working material behind these two pieces of legislation as well as files related to hearings, mark-up activities and opinions and reactions of the media. Other folders concern the Federal National Mortgage Association, the Condominium Cost Reduction Act (1981-1984), and the Arkansas Wilderness Bill (1982-1985).
