This is an announcement which will establish an inventory of applicants interested in a career as an Asylum Officer with U.S. Citizenship & Immigration Services.  This applicant inventory will be used to fill positions as they occur at the Arlington Asylum Office at the GS-09 level.

Organizational Location:  This position is located in the US Citizenship and Immigration Services, Refugee, Asylum and International Operations, Asylum Division, Arlington Asylum Office, Arlington, VA.

Federal Career Intern Program:
These positions are full-time and are being filled under the Federal Career Intern Program (FCIP) "excepted service" appointing authority.    FCIP appointments are designed with a 2-year internship, during which time you'll be learning the job and the organization, attending formal training programs and developing your skills.  Through a combination of various work and training activities and satisfactory performance and conduct, your appointment may be made permanent in the competitive service at the end of the 2-year internship.  Such placement is neither guaranteed nor an entitlement.  Should a DHS employee who held a career or career-conditional appointment immediately before receiving their FCIP appointment fail the internship for reasons unrelated to misconduct or suitability, he/she will be placed in a position of equivalent status, tenure and pay within USCIS.

DUTIES:
You will adjudicate asylum applications, conduct credible/reasonable fear screenings, and adjudicate other benefit applications managed by the asylum program, including motions to reopen and reconsider.  You will review applications and supporting evidence; conduct interviews; research appropriate information provided by the Office of Refugee, Asylum and International Operations, the Department of State, and other sources; interpret and apply appropriate policy, regulations, statutes, and precedent decisions to make eligibility determinations; and produce written assessments supporting your decisions.  Additionally, you will review information from law enforcement databases and other records to identify individuals who are ineligible for asylum due to national security, public safety, or other grounds.

QUALIFICATIONS:
You qualify at the GS-9 level if you possess one year of specialized experience that equipped you with the skills needed to perform the job duties. This experience must have been equivalent to at least the GS-7 grade level. Examples include assisting individuals applying for immigration benefits that include examining documents for authenticity; researching and analyzing appropriate information; and interpreting and applying immigration laws, policies and procedures.

EDUCATION:
You may substitute a Master’s degree or 2 full years of graduate education in a qualifying field, leading to such degree, or a J.D. or L.L.B. degree for experience required at the GS-9 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.

Appropriate combinations of successfully completed post-high school education and experience also may be used to meet the total qualification requirements for the GS-9 grade level. (Refer to the U.S. Office of Personnel Management website for information on how to combine experience and education.)

Requirements:

U.S. Citizenship: Candidates must be United States Citizens and present proof of citizenship, if selected.

Qualifications by Closing Date: You must meet all qualification requirements by the closing date of the announcement.  Please note that qualification claims will be subject to verification.

Background Security Investigation: You will need to successfully complete a background investigation before you can be appointed into this position.

Drug Testing: You must submit to a drug test and receive a negative drug test result before you can be appointed to a position in Citizenship and Immigration Services.  Employees in test designated positions will be subject to random testing.

Probationary Period: You will be required to serve a probationary period of 2 years.
Selective Service Registration: Male applicants born in 1960 or later will be Required to complete a Statement of Selective Service Registration.
Residency Requirement:  There is a residency requirement for all applicants not currently employed by the U.S. Citizenship & Immigration Services.  This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position(s); (1) resided in the United States; or (2) worked for the United States Government as an employee overseas in a Federal or Military capacity; or (3) been a dependent of a U.S. Federal or Military employee serving overseas.
Exceptions may be granted to applicants if they can provide complete state-side coverage information required to make a suitability/security determination.  Examples of state-side coverage information include: the state-side address of the company headquarters where the applicant’s personnel file is located, the state-side address of the Professor in charge of the applicant’s “Study Abroad” program, the church records for the applicant’s overseas church missions, and/or the state-side addresses of anyone who worked or studied with the applicant while overseas.  Applicants must provide this information when filing their application for employment. 
Travel:  Frequent travel is required for this position.  Asylum Officers are required to travel to circuit-ride locations (locations established to serve applicants in distant locations from the home asylum office, generally at other USCIS District Offices and detention facilities) to conduct interviews.   As immigration emergencies arise, selectee may be required to travel to other locations as well, sometimes for extended periods, to conduct interviews.

Training:  If you have not already done so, you will be required to attend the four to five week Asylum Officer Training Course (AOTC) at the Federal Law Enforcement Training Center in Glynco, Georgia.  In addition, if you have not already graduated from the Immigration Officer Basic Training Course (IOBTC), you will be required to attend this four to five week course at the Federal Law Enforcement Training Center in Glynco, Georgia.  Expenses incurred will be at the Agency’s expense.  The training must be successfully completed according to the standards of the agency.  Failure to do so will be grounds for mandatory removal from the position.  Such failure will result in either reassignment to a different position, demotion, or separation by appropriate procedures.

Writing sample: You may be required to submit a writing sample that best demonstrates your ability to organize facts and communicate information clearly, logically, and concisely.  The sample should be no longer than several paragraphs (one page maximum) and may consist either of material that was written in the past such as, a synopsis, précis, or summary prepared in an academic or work setting or that was prepared specifically in response to this job notice, such as a description of why you are interested in and should be selected for the position.  You will be notified at a later date if this writing sample is required.

Evaluations:
You will be evaluated based upon the responses you provide on the job specific questionnaire that is required as part of the application process for this position.

VETERANS PREFERENCE:
Five-point preference is given to those honorably separated veterans (this means an honorable or general discharge) who served on active duty (not active duty for training) in the Armed Forces:
during any war (this means a war declared by Congress, the last of which was World War II);
during the period April 28, 1952, through July 1, 1955;
for more than 180 consecutive days, any part of which occurred after January 31, 1955, and before October 15, 1976;
during the Gulf War period beginning August 2, 1990, and ending January 2, 1992; or
for more than 180 consecutive days, any part of which occurred during the period beginning September 11, 2001, and ending on the date prescribed by Presidential proclamation or by law as the last day of Operation Iraqi Freedom; or 
in a campaign or expedition for which a campaign medal has been authorized, such as El Salvador, Lebanon, Granada, Panama, Southwest Asia, Somalia, and Haiti.
Medal holders and Gulf War veterans who originally enlisted after September 7, 1980, or entered on active duty on or after October 14, 1982, without having previously completed 24 months of continuous active duty, must have served continuously for 24 months or the full period called or ordered to active duty.
Effective on October 1, 1980, military retirees at or above the rank of major or equivalent, are not entitled to preference unless they qualify as disabled veterans.
Ten-point preference is given to:
those honorably separated veterans who 1) qualify as disabled veterans because they have served on active duty in the Armed Forces at any time and have a present service-connected disability or are receiving compensation, disability retirement benefits, or pension from the military or the Department of Veterans Affairs; or 2) are Purple Heart recipients;
the spouse of a veteran unable to work because of a service-connected disability;
the unmarried widow of certain deceased veterans; and
the mother of a veteran who died in service or who is permanently and totally disabled.

Position: Public Policy Intern

About IPI:     The Institute for Policy Innovation (IPI) is a free-market public policy organization advocating for lower taxes, fewer regulations, and a smaller, less-intrusive government. IPI's current focus includes tax reform, Social Security personal accounts, telecom deregulation, intellectual property protection, and entitlement reform.

What:       Students interested in obtaining an inside view into the world of public policy will find an internship at the Dallas-based, nonprofit, nonpartisan public policy organization the Institute for Policy Innovation (IPI) to be a challenging and rewarding experience. IPI is offering one paid, part-time internship (15 - 20 hours/week).

Who:    Students interested in a general internship in a public policy environment with particular concentration in the field of public relations, politics, policy or government, but not limited to these areas. 

When:        Immediately for fall 2008 semester (September-- December). Dates flexible.
       
Activities:   
IPI’s interns will participate in the following activities based upon ability. Where particular activities are required for academic internship qualification (i.e. marketing or other opportunities), these will be considered and incorporated into the program as best as possible.
1.  Assisting Director of Media with media activities including:
        Writing press releases, media advisories, media research, contact list creation, managing news, clipping operations (organizing, electronic filing), and event planning. Graphic design and
        desktop publishing skills using Adobe Creative Suite a plus.
2.  Assisting Office Manager with activities including:
        Database maintenance (data entry, data revisions), general office support (phones, copying, faxing, filing, mailing) and other duties as required.

Position:  Forestry Intern (Position #: 0006097)

Purpose: Under direction of the Forestry Manager & Supervisor, the intern will be performing professional work in the Forestry Division to assist in meeting department goals.  Length of position: End of spring semester until the beginning of fall semester.   Hours of work, Mon.-Fri. 8am - 5pm.

Function: Assists Forestry Manager with tasks related to Urban Forestry programs and services.  Such as: city park tree inventory & digital photo archive, sort & file development site plans, update forestry web page, assist in planning outreach and educational programs and PR, inventory and improve city tree nursery, assist with Brush Recycling Center & other duties as assigned.

Environment:  Indoors & Outdoors
Compensation: $10.00 / HR

Prerequisites: Must be currently enrolled in an accredited academic program in Forestry or closely related field, & have completed at least one year of coursework in the program.
Must have interest in municipal forestry; must have knowledge of Windows based software including MS Word, & Excel; must be able to work both indoors & outdoors. 
Possession of a valid Texas driver's license with a driving record that meets current City auto liability insurance requirements. Must pass a drug-screening test and criminal history background check.

WalMart Trucking: RMI, in collaboration with several other environmental groups, helped WalMart design retrofits and specifications for their heavy trucking fleet. Our work with Wal-Mart motivated them to commit to 25% truck fuel economy improvement in 2007 and to doubling efficiency by 2015.
Ports of Seattle/Tacoma: RMI worked with the Ports of Seattle and Tacoma and other stakeholders in an innovation workshop to create a plan for reducing the Port's environmental impact and increasing the energy efficiency of container operations.
Major OEM Lightweight Vehicle Project: RMI worked with a major OEM to help them realize the financial and efficiency benefits of lightweighting vehicles via detailed analysis of the interactions between material attributes, efficiency, and costs. The project found that lightweighting could lead to significant fuel economy gains at a cost far less than those of technologies such as hybridization.
"Smart Garage" Summit: RMI is working with 15 industry participants to convene a design Summit which will create a road map, financial model, and lay groundwork for basic standards for the"Smart Garage." The Smart Garage is a new energy paradigm, where the electrification of vehicles brings together the energy systems of the grid, transport, and buildings to improve the efficiency of all and better incorporate renewables.
Responsibilities:
MOVE interns work on between 1 and 3 projects simultaneously, ranging from fast-paced consulting work to longer-term research, and covering topics in all of our core project areas. Interns work under the guidance of a project manager and other senior staff to conduct project work focused on quantitative analysis, data manipulation, writing, and research.

We are currently looking for an intern who excels in quantitative and modeling skills to support several exciting projects. This intern will be expected to learn and excel in Life Cycle Assessment modeling, basic technological modeling for transport systems, financial modeling and basic statistical analysis. Specific projects in our summer pipeline include: Smart Garage Summit (briefly described above), LCA for major land holdings, LCA of advanced batteries, integrative design modeling for vehicles systems, and modeling electric vehicle systems, financial modeling for innovative transportation systems (in cities, large corporations, freight logistics, etc).

Our interns have the opportunity to travel to a variety of transportation-related locations, interact with clients and the most senior RMI staff, and play an active and responsible role in the team projects. Therefore, interns must be comfortable interacting with more senior individuals, behave with professionalism, and have confidence and self-motivation in their work.

Qualifications: Undergraduate and Graduate level studies concentrating in one of the following:

Environmental policy and law background welcome as long as the candidate also has an extremely strong analytical/quantitative background. We are specifically looking for proven experience in Microsoft Excel and Matlab as well as modeling experience. Background in LCA, PSAT, or interactive systems and financial modeling a plus.

Internship Responsibilities
Currently, Sumpter & González is developing a progressive program that strives to provide an excellent model of care and support for indigent clients inside AND outside of the courtroom. Interns will serve as valued members of a legal-social work team.  They will help attorneys gather background information, interview clients and witnesses, and compile data that can be used for mitigation purposes. Interns will also be working with clients to help them with needs outside of their legal case.  This may include helping them find needed supports such as substance abuse treatment, a place to live, job searching, or just being someone they can talk to. Interns will be making jail visits as well as going into the community to meet with clients in assessing their needs, to gather facts about the case from the client, and to get an idea for the clients personal strengths and weaknesses in an effort to ensure the best possible resolutions to his or her legal/social challenges. Interns may also assist in voir dire, or jury selection, and may attend court proceedings with the attorneys. .  Interns will receive excellent training and quality experience which will enhance their educational endeavors.

Duration of internship: At least one semester but can be longer based on the needs of the student.
